Menu features for @stopim etc only enabled in plain text mode

@stopim and the other commands that can be sent in an IM session are available on the menu dropdown for the IM session window. However, they're only enabled when the session is in plain text although they work perfectly well if entered manually in compact mode

Stupid bug on my part, it is fixed in 2.9.23
