New command: @getstatusother

There are occasions when an attachment needs to keep track of restrictions that are placed from other objects, for example, if the avatar is walking through a zone of control, it may be appropriate for the attachment to change its behavior based on restrictions that are either placed or removed by other objects.

I propose we add a new command @getstatusother that behaves similar to @getstatusall and @getstatus but provides the list of restrictions that are not applied by the attachment creating the call.

While it is almost possible to use scripts to determine the list @getstatusother would provide during normal behavior, the complexity of doing so at login time without the command is significant.
