It has been suggested to add a command to prevent from triggering gestures, like @gesture=n. Or we could go a little finer and restrict only sounds or anims or chat. Like @gesturesound=n, @gestureanim=n and @gesturechat=n respectively.
Personally I think such commands would be a bit heavy to the user, but what do you think ?
I fail to see the added value, in a RP perspective, of blocking gestures in particular. We can already block chat and silly things can be said in chat even without using gestures.
However, blocking sounds and animations could make sense (with no special case due to the fact they come from gestures).
(note that I hate gestures, though!)
... In some areas, I would keep an attachment on that scans all nearby avs for open relays and automatically sets all three on. Some of them are *that* bad. ;)
That said, I could see more of a use for blocking receiving gestures - sure, you can block the chat received (as part of all chat), but it's a moot point if you hear some over-dramatic voice moaning out the same words through your headphones or such too. Alternatively, Complete Isolation Nuts (no offence against them XD) might appreciate the extra ability to block receiving the gesture sounds too.

In fact, it has been suggested by someone who had a "gesture-happy" submissive. I think creating such commands just to prevent gesture spam is both wrong and worthless. It's like saying @sendchat is there to prevent chat spam. RLV commands are not meant to be issued against the user's will, at least not "OOC". So I agree with Satomi, I don't see the value added of such an addition.
But in the sake of control and offering more power to the scripts, yes such commands might be useful. Anybody can think of interesting use cases ?
I agree with Batche, the other way around (preventing from receiving gestures instead of sending them) would be a more sensible and practicable idea.
I believe many people would praise you for offering the ability to block gestures on the receiving end, I for one, despise gestures.
Firestorm and, I can't verify this right now, v3 viewers have an option in the sound and media preferences, to turn off sounds from gestures.
I'm not really concerned with animations (I don't use gestures and I don't care if others look silly playing ridiculous animations), but for the text part, I'm not sure this can be blocked on the receiver side, gestures replace a keyword by another or several lines of text, before this chat is sent from the viewer to the local chat, I believe. If I'm correct, that can't be blocked on the receiver end, unless there's an internal difference between chat typped by the person and chat sent by a gesture. It is not the same thing as objects chat.
But... if there's a way, I would definitely say amen and welcome the feature wholeheartedly.
On the transmitter side (the one playing the gestures), I can see how some people could wish they could forbid the ones they control, from using gestures, but gestures are inventory items, activated or deactivated, perhaps a RLV command could force deactivating all gestures, since there can be literally 100s of gestures active at once, going through them to hand pick them, could easily get old.
However, if the controlled person is just an occasional partner (for people doing CARP), I guess I would give up playing with someone constantly abusing gestures. But if the controlled person is a perm sub, committed into a D/s relationship, well... a sub that doesn't obey is punished, if the sub can't learn to obey, there's a big problem in the relationship and that is not related to RLV at all. RLV is a tool, like RL gags, cuffs, etc. not a substitute for authority/dominance. You don't control a sub by preventing them from doing things you do not wish to see them doing, you teach them and make use of punishments to educate them into behaving the way you want.

This should be covered (at least partially, original issue was for disallowing sending, but comments talked about receiving) by the @sendgesture restriction introduced in RLV 2.9.20.
