This is just a typo in the manual. It was found here: https://tex.stackexchange.com/q/422165/134574

The manual of standalone says that the syntax of the "border" option when there are four lengths is:

border={<length (left)> <length (right)> <length (bottom)> <length (top)>}

although, in line 1219 of standalone.dtx we have:

        \default@bp\sa@border@left{#1}%
        \default@bp\sa@border@bottom{#2}%
        \default@bp\sa@border@right{#3}%
        \default@bp\sa@border@top{#4}%

which shows that the correct order is:

border={<length (left)> <length (bottom)> <length (right)> <length (top)>}
