Working with Concerns: Start in concern directory when loading/saving

When working with a concern, and association an aspect with a feature or creating a new one and saving it. The file browser should start with the directory of the concern initially, a) because aspects are located in there and b) for user experience reasons.

Resolved issue #175: Aspect file browser will always start with the current concern directory when invoked from the concern scene and in the aspect scene itself (by default). If the user, for some reason, extends an aspect from another directoy, this would change.

Also, when reusing a concern within an aspect, the initial directory will always be the concern library.
