Unable to reuse concern with space in name

Consider a concern named "Software Testing" with the corresponding concern file "Software Testing.core". When reusing this concern, the space is replaced with %20, which will cause a problem, because the file name with the space is expected.

The problem is that the URI used internally is encoded, and certain methods of URI will return decoded file strings, whereas others (used here) do not. These must be specifically decoded.
