JS Dates aren't handled intuitively in server-side views

Dates aren't properly supported yet. Should mimic JS equivalents or have unified experience for both. Currently, the toString incorrectly writes out the local time with the UTC identifier 'Z'. Most of the built-in date functions are not yet supported.

    The time zone is now fixed so at least it is really UTC.

    This is a minor enhancement since most JavaScript Date handling is borderline useless. It would be a nice to have for parity and the occasional real usage.
