MBS-7575: Support creating/editing URL relationships with the /relationship-editor endpoint

This currently only "works" if you have the MBID of the URL you want to use. Now it accepts a url field, which it does a find_or_insert with (after being validated/canonicalized, which is all done in WS::js::Edit).
