HOTKEY command missing.

The “Hotkey” command described here appears to be missing.

As this is to be a replacement/enhancement for AutoHotkey, this omission appears to be a “blocker.” I’ve listed this as critical but “blocker”may actually be more appropriate.

I have added an initial cut of this. The HotIf portion is not supported yet, but the basic Hotkey() functionality for adding or modifying hotkeys is supported. Please begin initial tests as I work on adding the rest.
