Support migrating package.keywords through --migrate-files. If a particular PackageFileSet is passed multiple paths, --migrate-files can be used to move all entries to the first file belonging to the final path. In other words, it migrates entries from package.keywords to package.accept_keywords.

Support both package.accept_keywords and package.keywords. Now we use the newly-introduced multi-path support to support both package.accept_keywords and package.keywords within flaggie. Flaggie should now behave like portage, preferring package.accept_keywords over package.keywords. Currently, when none of the files exist, flaggie creates package.accept_keywords by default. This behavior may change in the future.
