fix downloads for URLs that don't include filename

Mark Howison repo owner created an issue

e.g. seq-gen download url is

  http://tree.bio.ed.ac.uk/download.php?id=85

but this resolves to the filename

 Seq-Gen.v1.3.3.tgz
