check for new devkits in bib update

devkits will be cumulative: each one will need to downloaded by install.sh

bib update should check out the latest master branch, which will include a file with the number of devkits hardcoded for each arch

number of installed devkits is written to devkit/RECEIPT and if that value is less than the current number, install all the missing ones
