"Z" produces default timezone if one is specified

Reported by vfaronov, Feb 10, 2010 If a default timezone is specified and distinct from UTC, parsing a string like "2010-02-10T09:30:00Z" results in a value in that timezone, not in UTC as it should be.

The attached patch fixes the issue and provides a test case.
