Add Remove Sections Buttons

Some of the course formats we use (one topic for example) does not show the add / remove sections at the bottom of the page.

It would be good if these were added as an option in the setup block to appear as + / - icons.

I think it would make sense to position this below the "clean" button so all section related features are grouped together.
