Change to Section Checks Collapse / Expand Status

Section Links may legitimately never become "green" and thus in the current version always remain expanded.

This could be improved with an admin option to determine whether this always defaults to collapsed or retains the current behavior of expanding when there are red items.

This could then be overridden by lecturers as is possible with other settings.
