Using the scroll wheel on the inspector changes values

Scrolling on the inspector widget will cause variable value spinners to in/decrement when the cursor is over one. As it is not uncommon to scroll that widget, the scroll action should take priority over controlling spinners with scroll wheel.

Its not an bug or issue, scrolling over the spinners should allow users to change values in our opinion, however scrolling outside the widget will offset inspector area as expected
