Moderators can use /potioneffect

A moderator tested the potioneffect syntax posted by an admin and said it briefly worked. Upon testing it out, it did work and can be placed on other people as a moderator instead of saying they lack permissions.

It works with any potion type.

Every user has permission to use the /potioneffect command, although there are no associated permissions in the SQL. There may be other commands that should be admin-only that other users may also be able to use for the same reason, so this is a serious issue.
