Permissions remain after temporary command use

This is the same issue as reported previously, but it doesn't appear to have been formally reported, and is still persisting.

One problem that recently arose is http://code.minecraftonline.com/scripts/issue/180/moderators-can-use-the-god-command

There are several workarounds in place at present that involve clearing permission_freedonia_* tables, but these are not ideal.

If this is an exec issue instead, please report it wherever instead, but a report does need to end up wherever the buck stops with this one.
