TNT is activated by fire when it should not be

When there is fire next to a TNT block, it is activated, no matter which protections are set. Putting TNT on the list of fireproof blocks doesn't help. When protections are enabled, the same block can be activated several times, because block destruction is prevented.
It's also possible to activate TNT with flint&steel even if ignite.flint-and-steel=false. Not sure if this is a bug, because technically it's not being set on fire and this can be disabled by putting it on the item.use-blacklist.

reporter WorldGuard shows the same behaviour. I think I need help from Canary to fix this - see Canary issue 150.
