Players can no longer place fire as a nether donor.

• Nether donors can no longer place fire or light nether portals. It doesn't say anything in chat to them.
• Normal players can also not place fire (it still comes up as used flint and steel to staff as normal). Doesn't show "You must be a nether donor to use flint and steel" to the player using it.

Previously this was done by a bit of a hack exempting nether donors upwards from griefalert checks (!) which otherwise forbid fire placement. Now with the new permissions thing there seems to be no way to exempt them. Really it should probably be done in a different way, anyhow... assigning to l4mR since he may be able to help

Actual, something started acting up again, moderators that are nether and above cant light fires all other seem ok again
