Normal players can use /tellraw

Normal players can use /tellraw which can put anything in someone else's or everyone online's chat, for example "Player died", it can even be used to put clickable links or colors in chat or even execute commands (note it will not allow them to use commands they can't use, and it is very hard to fit anything other than "/me A" into a /tellraw command in chat).
