MCbans access is broken

MCbans no longer works, and it's resources aren't needed in our /gchecks or /whois

Also apparently they block us from using it 2012 according to Riot, no use in having it. Screenshot is what it returns with lately at the end of a /whois

    From what I see we have two options, either a) remove it altogether, or b) find another ban aggregation system. Another option (which I am in favor of) is having a separate command hooked up to query a different API (like Fishbans, as I mentioned in another issue) so it doesn't even show up in the whois (as it honestly isn't all to relevant to the player anyway at this point, considering MCBans is going down in favor of other services)

    Trying to access a broken API is a bug, and the fix is simple.

    Connecting a different API is a different issue, and should be created as a new (specific) proposal if you think it's a desirable feature.
