Nether+ donors unable to use certain commands in the nether

As the titles says, Nether+ donors cannot use commands such as /jumpto, /ascend, /descend, /thru, etc that they should be able to use in the nether. When trying to use those commands, the output is "you do not have permission to do this". /tpto works in the nether, same with /heal, /feed.
