"/tour Player" tells the player a admin sent you to the tour, even when a mod does.

When using "/tour Player" it teleports Player to the /tour, and tells them "An admin has sent you to take the Freedonia Tour again." Even when a moderator uses this command. It also tells the person using the command "You sent Player to the start of the Freedonia Tour."

What I expected it to do: say "A staff member has sent you to take the Freedonia Tour again." (having "staff member" instead of "admin")
