Acquiring PvP heads without message.

When killing a player, it drops the head but doesn't give a message saying "enjoy your head of [x]" or "you can't get this player's head for another [timer]!"

Doesn't look like this is an issue anymore.

The "enjoy your head of <player>" message was from the pvp deaths using the /head command to give player heads. This was changed to use vanilla /give so it shouldn't say that message anymore.
Is the head cooldown still a problem?
