Witches throwing splash potions of harming cause the started a fight message to be triggered

When a witch mob throws a potion of harming (instant damage) on a player, it causes the "Player started a fight with Player" message to show up in chat and reset that player's teleport cooldown. Note "Player" is the player hit by the potion in both parts of the message.
