Moderator teleport commands including /gcheck don't teleport into protected areas

In protected areas such as Riot's House at spawn, where players can not teleport inside, moderator commands also can not allow teleportation inside.

So when a player tries to break things in a area protected in this way, moderators using /gcheck on alerts will not be teleported, which can cause confusion.
