A command to teleport players to rules of their preferred language

There should be a command that will allow a staff member to teleport a player directly to the rules of their preferred language, should it be available.

Usage:

/rules [player] [language] example:

/rules ignorantplayer german

In the case of no language argument given or a language argument that is not supported, it should default to the English rules at the end of the Rules hallway.
