Command to check for current /greports in an area.

Similar to /wholiveshere checking for nearby /homes, the command would list current grief reports (/greports that have not been resolved) that were made nearby the location it is used at. It would also show what the /greport said.

This would be useful for checking if something at spawn for example was already reported, so a duplicate /greport isn't made.
