Trying to use /spawn in the Nether does not work

I tried to use /spawn in the Nether, however, it told me "The veil between worlds prevents you from leaving the nether." However, /home still works. I tried to warp as well, and it also failed, with the same message as /spawn. (I do have the Nether donation level, so I should have permission to use these commands)
