Change /up usage message

when using /up with no arguments it says /up <block> which can be confusing as players try to use /up glass thinking block means what block you want. This should say height instead of block.

Actually I believe @darkdiplomat fixed this issue. The changes I made are not in use because the script would not replace the worldedit command.
