Some players not affected by world border

I don't know how this should be categorized, but major feels appropriate?

ADHD_Autism, snakyman and hiraishinnj were able to go past the world border at ~-9733 62 -13720, where some of us (myself, Inspector_Foix and ToaTrex) couldn't go past it. Snakyman and hiraishinnj mentioned getting the messages about being at the border, but could still continue unimpeded.

This is an issue because if we have players building beyond the border, who then experience grief, we can't go there, even with force teleporting. There's nothing stopping the players going where we can't...
