Alerting players of Manual Server Restarts

In order to accomodate immersive player experiences there should be an expectation of staff to give a 5 minute restart warning, 1 minute restart warning, and incipient restart warning followed 10 seconds later by the STOP command being sent to console.

This will permit online players to acknowledge a CONSOLE: message has been sent instead of expecting all users to read every random message sent by staff so they don't lose their game progress.

I believe that this was reasonably resolved with my script. A 5 minute warning would be ridiculous due to the nature of such needed restarts. It's up to other admins to use this script, however.
