Ticket System reporting improvement

Ticket system should be an ingame GUI using a chest interface followed by written book. This will provide a fun Minecraft feature of writing .txt files and encourage players to utilize the powerful peer-review process. It should display the GUI, followed by categorical selection, and then a written book to appear; when typing /ticket or /issue
