Remove calculator cooldown

There shouldn’t be a cooldown on /calc,, it seems completely redundant in my opinion.

It's trivially possible to generate large (costly) calculations using /calc. In order to enable these, without opening ourselves to a risk of denial-of-service attacks, a cooldown is appropriate.
