Able to use /goto in fast travel command restricted areas.

In game username: BlueBlaziken

When I was on the test server, I noticed something peculiar: I was able to teleport out of the maze using /goto, even though it was a fast travel command restricted area.

I then went to check if the same behavior occurred on the main server. I went to forrrest, and went into the fast travel command restricted area, and surprisingly, it also warped me out of the area.

This problem does recur.
