/tpb (and potentially other commands as well) not listening to worlds

Whenever I /tpb, I am sent through the overworld to the given coordinates, regardless of the world the player I am traveling to is in

Turns out that it isn't working again, same issue as before. I'm starting to think the person (Ldog) I tested with wasn't in another world at all and that I was mistaken
