tpto not implemented

This section is still under development. (action = "tpto")

My plan is to implement the "tpto" control panel plugin (keeping into account cooldowns and donor ranks).

Then, potentially add a "warp" plugin which only allows for valid warps, but allowing any to use it regardless of donor rank, like ingame functionality.
