New players on the control panel don't have action buttons.

New users on the control panel (or maybe new minecraft accounts) do not show things under the profile such as action buttons like "add friend", also doesn't show mod info button or the player search bar under it.

Pictures show two new users (Anna_28 and icooliam) and one old user (xArches) showing the missing action buttons and search bar below the profiles.

It seems this only happens when you are logged into the control panel, when you are not logged in it shows action buttons for everyone and not just old players.
