Changing bug reporting message on the control panel.

Currently when using the control panel, at the bottom it says:

Note: The control panel is new, and still undergoing testing and development. As a beta tester, you are requested to keep an eye out for any bugs, and to kindly report any issues (however minor) to [e-mail]

This should be replaced with a message saying for bugs to reported on this issue tracker. (https://bitbucket.org/minecraftonline/web-scripts/issues/)
