Enhancement: Fast-movement commands should be removed

The fast movement commands (/ASCEND, /JUMPTO, etc) should be removed from WorldEdit and into another plugin (suggest: BorderLands.)

The WorldEdit plugin should contain world-editing code, not navigation. Moving them to BorderLands would allow them to be natively border-aware. Then BorderLands could be made Cuboid aware.
