Attempt to integrate a task runner

uAccess should use a task runner to keep its version string up to date and perhaps to update a PhpDocumentor documentation.

Robo looks like a decent possibility. Other options include Bldr, Envoy, Task.

Investigate which task builder will be the best/simplest to use and attempt to integrate it into uAccess.
