Can't see fuel tooltips for most items

Observed this with both the following configurations:

Configuration A: - Minecraft 1.5.2 - Forge #710 - CodeChickenCore 0.8.6.6 - Not Enough items 1.5.2.13 - NEI Plugins 1.0.8.7

Configuration B: - Minecraft 1.5.2 - Forge #710 - CodeChickenCore 0.8.6.12 - Not Enough items 1.5.2.21 - NEI Plugins 1.0.9.1a

Effect: - Most items (wood, coal, etc.) never have a fuel tooltip. Changing settings in the fuel tooltip options menu makes no difference. I have tried out all possible combinations of option settings. - Some items, like Lava Still (11), always have a fuel tooltip, it cannot be turned off. I have tried out all possible combinations of option settings. - Some items, like GregTech's various cells, work fine and correctly respond to the option settings. But it's only a very small group of items that works.
