NEIPlugins-1093 version not accepting NEI 1.5.2.16 or higher.

I am trying to throw together a private modpackage that has NotEnoughItems 1.5.2.16 up to .x.x.x.28, (I have tried all in that range.) with NEIPlugins-1.0.9.3.jar. The error requests that I use NotEnoughItems version x.x.x.16 or higher. Even when I have met the match on versions, it will not accept it as the correct version. Is there anything that I am missing perhaps? I am also not sure how to put the scope of this 'component' to NEI, it has other mods listed only.
