Typo in Railcraft Low and High Pressure boilers

Former user created an issue

NEI tooltip when hovering over Low Pressure Railcraft Boiler says it will produce 20mB steam/tick and for HP boiler it says 10mB steam/tick.

Due to v8.3 shanges in railcraft the steam produced depends on heat level.
