Add settings for log encoding

Sometimes log entries contains may contain text data in encoding different from the platform default, e.g. win-1251, so this data is unreadable.

The "Encoding" setting should be added with UTF-8 as default value.

As Android logs are always inUTF-8 it makes no sense to add any preferences for this.

Logs are always in UTF-8, no need to change preferences.
