public doc for _regex

This goes out to all the python performance buffs like me who prefer to directly use a raw backend over a slower provided frontend.

regex._compile looks like nothing but 202 lines of bulky and slow logic code (especially with isinstance()-based type checking as well as all the __getattribute__ calls), most of which could probably be handled better in _regex.compile.

Preferably, I would much rather like to use the C/++-based from _regex import compile as regex_compile for some major performance over the python-based frontend, but I can't seem to find any doc on it...

I'm sure I can use most of the frontend doc for the C/++ module, but I don't know the differences or what's needed exactly for _regex.compile().
