Render the url before checking whether the url is a relative one. Since if the url starts with velocity (eg. ${req.requestURI}) it will always be evaluated as relative and prefix it with extra context path.

Jira's web fragments was not i18n from plugin properties since Jira's web fragment helper implementation did not include the i18n resource locations. Added a getter for the module descriptors to have access to the resources defined for the plugin. JRA-10864

Improve the speed of accessing enabled modules by class. Checking if a module is enabled is relatively slow (in JIRA), and seeing if it is assignable is very fast, so check assignability first.
