Increase window size of New Report modal

"As a user its difficult to write my reports via the New Modal because the window size is too small and it cuts of the text that I've written."

Suggestion:

• Increate the default height so the default text box isn't cut off
• Set height to 50% of window size (with a min size as well)
• Allow resize of the text area like you can in the browser
