Create subtasks shows when subtasks aren't enabled

Taskmaster Plugin is visible on the following scenarios, where creating sub-tasks is not allowed:

Scenario 1
    Go to a sub-task
    Click "More Actions"
Scenario 2
    Create Issue Type configuration, with no sub-tasks
    View an issue under with the above Issue Type configuration
    Click "More Actions"
